Abstract

During the state of emergency, certain rights were denied or limited to persons deprived of their liberty. It is primarily about the right to visit family members and defense counsel. Also, some persons who were ordered to be detained were sent to "special penal institutions". The author aims to determine the extent to which the rights of persons deprived of their liberty were denied or limited during the state of emergency, who made the decision, on what legal basis and which regulation was adopted.
