INTERNATIONAL LABOR ORGANIZATION AND NEW CHALLENGES OF SOCIAL SECURITY

The instruments used to implement the global social security policy are conventions, recommendations, agreements and conclusions made by participants (state and non-state actors) at international meetings, institutions whose work is related to social security. The most prominent partner institution of this type for the ILO is the International Association for Social Security (IAS). Some of the conventions of the International Labor Organization (Convention No. 117 on the main goals and standards in social policy and Convention No. 102 on minimum norms of social security) influenced the formation of the social policy system, especially in developing countries. Changes in the global political balance, internal and interstate conflicts, the creation of regional integrations, new trade agreements, the mobility of the international labor market, the expansion of communications and changes in economic life required the adaptation of the social security system to circumstances that most often occurred outside the borders of national influence.
